I'm slinging around a 650B mtb with Pacenti Neo's (2.3). I like the roll-over-anything feel

That looks like a Miyata 912. That's a keeper. Don't grind off the cable guides or anything--
you will want them when you buy a fixed specific frame and then also want a great road bike.

I don't really care how welds look as long as they hold together well. OP have you considered
just getting a steel fork--that would change the ride quality a lot without a big cash layout.
