I went back and actually read all the OP's post. Since the damage appears to be on the down tube and not the seat post tube, I am inclined to agree that TiG welding the damage is not an option....

See what the LBS has to say. If it were mine, I would consider tig welding the holes & crack up, drill new holes above or below the damage and hide all this with the bottle cage.

Shimano is about the only supplier of wide shoes. Some say they are pretty good shoes and the fit is pretty close to spot on, but you need so check the sizing conversion chart since they use metric...
