Duct tape should work on that. Ream out the seat tube a little to account for the tape.

Well, just to get things "rolling", ISO a 28 h rear hub to go with a Royce 28 hole high flange front hub. Prefer Campy free hub, but will consider 126 spaced freewheel also.
