Unless the tire is damaged, just the tube needs replacement or patching.
You can get a tube that says it's for 25c or less. It will stretch. Don't try using a tube sized larger than the tire.

Campy "Conversion" Cassette ?

Does anyone still make Conversion cassettes? I have a Shimano bodied wheel, Velomax hub, with an American Classic 10 speed cassette with Campy spacing.

Maybe I can swap hub bodies to Campy, but...

BUT...It's all about what feels comfortable to YOU.

Generally, the shifters, derailleur, and cassette all need to be from the same "family" to work together. If the rear derailleur is not designed for 7 speed index shifting, it probably won't work...

"Soft pedaling" means the derailleur spring has less chain tautness to overcome.
It's also possible the front derailleur adjustment needs tweaking, but tough to diagnose here.
