I don't think WD-40 will do it as it is a solvent with a tiny bit of oil in it.
I was thinking something like teflon...

If it did, it is likely the crankarm needs replacing, becuase the taper rounds out as it is softer than the BB spindle. You can just replace the arm that broke.

I cut the top of the stem off, leaving about half an inch showing
took the headset out
got the wedge out of the bottom after removing brake and wheel
