I'm quite certain mine had a Suntour V Luxe, perhaps Raleigh branded along with cranks. But Canada often got different specs.
I'd go with a V GT Luxe to get some greater range.

I can't tell. I can't even find a thread gauge right now, the shop is a mess.These are parts hoarded over decades. The smaller diameter cones will leave a gap and allow more weather to get inside....

Just don't assume that the front hub matches. Many Raleigh bikes were sold with 24 tpi parts as they used up inventory from all the the Birmingham companies they absorbed in 1960. SA rear hubs...

It's ambiguous. BSC is measured in Imperial so 5/16 is pretty much 8mm.
Raleigh bought them out in '60. Pre '60 Phillips cones are 24 tpi BSC while post '60, would at some point, be 26 tpi.
