They didn't build anything, this is just computer animation.. As above, this is an old (but interesting) idea.. You'd need autonomous cars though. Too much possibility of accidents otherwise.

I'm nearly 60 and swap out my ebike for regular pedal bike all the time.. the ebike was essentially a car replacement..mostly for work..long 12 hour shifts and you tend to chicken out of the bike...
