Ya, It's there to keep the assembly from twisting back when you brake.
Be carefull it doesn't mess up the crown at the contact point. If you don't use the brake that often, it'll be ok.

Those bars have to go. The bike looks like it hauls @ss. You need some practical bars with proper grips - and a brake. That setup cripples it performance-wise.
