That did the trick! When I put it on I must've pinched it which caused the bulging and the unbalanced wheel. I haven't changed a tire since I was a kid and it had me completely baffled! lol.

I did just this and so far looks like it's fixed my issue. I had tightened them up before and the problem remained, but taking them completely off and adding some lube seemed to have done the trick....
