This is for my new bicycle frame, basically it was never painted so it was left as raw steel.

Rust developed over the bike, I figured there's some people in here that have dealt with this stuff...

I measured my drop outs and they're 3/8" ... and the hub I got is also the 3/8" axle, yet the axle bolt isn't perfectly flush in the drop out, I guess that's normal?

You won't actually need to really spray a layer of primer if you just scuff up the original paint... primer is only really necessary if you get down to bare metal
