I think I'd better find out which shop the previous owner...

I can see it's centred but dished (and yet it seems to be riding off-centred). Perhaps its to accommodate a disc rotor.

What I can say preliminarily is that I've kept the 700mm width and it's got loads of real estate for lots of stuff to rig up on the handlebar for touring and camping.
