Also depends on the segment you're targeting. 2-3 seconds isn't that much to cover on a longer segment. On a shorter sprinty segment, it can be huge.

Buy a $2000 bike. Unless you have a lot of spare parts lying around or plan on sourcing lots of used and older stuff. Buying all new parts just to assemble them yourself is burning money.

All-City Big Block, Surly Steamroller, Wabi Classic would all fit that kind of use nicely. I wouldn't call any of them super light weight, but they're not tanks either.

Short or long pull is determined by the distance between the lever pivot and the cable stop, I believe (longer distance between them for long pull). Maybe try comparing them with that in mind.
