I'd like to suggest that you volunteer at a bike co-op for a month and pay attention to the main tools they use. You might pick up some additional skills, too and a good resource for good used parts!

At our bike co-op, if the customer is that demanding, we tell them we'll sell them the parts and they can fix it themselves at home and suggest a Park Tool YouTube video to guide them through it....

WalMart's return window is 90 days for breakage. We see many Walmart bikes at our co-op within 30 days of purchase because the bearings were never properly lubed at the factory... the 1 piece cranks...

Michigan laws only require you have a brake that can skid the bike. Is it enforced?... never seen it happen.
If a Fixie rider can skid his back wheel, I'm sure the cop would find that sufficient....
