Yes it can. A good shop would have spotted that, thrown it out & put in another at no extra cost to you. Sometimes it’s the angle you cut the cable at, or simple “ham fistedness”.

Velocity makes a few 20” rims. I’ve used Aeroheat (now called Dyad) on a Raleigh Twenty I fixed up. I used Sun CR18 for a different Raleigh Twenty build. They seem to be bombproof.
