$400 seems wildly optimistic for a Gitane track standard, the poor man's entry level track bike with a hi-ten frame. I think these were less than $150 new in the mid 1970's.

I see 9 holes visible on 1/4 of the NDS flange, which would be a 72 hole factory drilling job. Plus, the unused holes appear to be about the same diameter as the spoke heads. Still looks like DIY...
