I doubt that was a road frame with the swing arm rear suspension. I hate that wheelset though. I'd be too concerned about riding light to enjoy a full squish ride.

I always interpret that as an effort to reduce the reach. There are plenty of reasons to reduce reach, but only a couple ways to manage it. Extreme bar angles aren't one of those ways.
