It sounds like the jockey wheel bushing/bearings are kaput. I don’t know about the road bike derailleurs but many mtb models had replaceable jockey wheels.

Free wheels can be stubborn to remove without the proper tool. add to that there are different tools for each manufacture. A local shop might have some appeal under those circumstances.
