BItD, that was a common approach for single ring cyclocross bikes. This was a fancy bike, a lot of guys would take worn out chainrings and grind off the teeth. This one was done professionally.

Many fine frames have an opening in the bottom bracket. If yours doesn't drilling a 1/4" hole at the lowest point is a good idea. It will let more water out than it will let in.

One-Shot is an excellent paint for this sort of thing. I dabbled at pinstriping once (I really want a box striped bike) and discovered it. Flows, adheres and stays where you want it perfectly.

With the spokes spinning around I doubt there's enough clean air in that area to make any aerodynamic difference. IMO, at that weight / price they are remarkably aero compared to the alternatives.
