There's a lock nut butted up against the longer metal piece with knurled finish. Release the lock nut and you can unscrew that cable end from the indicator chain that inserts into the hub

Likely late 50's, just before the Raleigh takeover since it still has a Birmingham badge. The colour scheme and mattress saddle were typically 60's style so that's why I'd place it very close to 1960.

I'm quite certain mine had a Suntour V Luxe, perhaps Raleigh branded along with cranks. But Canada often got different specs.
I'd go with a V GT Luxe to get some greater range.

Smart arsepick, yes but that's what you did for most 3/32 chains. My success rate in pushing pins back into place was about 80% but the chains were stronger-better.
