Different SPD cleats will have different amount of float, so you might have to experiment a bit to find what you like....

Just be sure there is no dirt, or cables on the top tube, it will scratch through the paint in no time. Ask how I know.
But otherwise it's a good rack for the money.

Try lubing the pivots. A drop or two of a light oil. It's a cheap and easy first step. If it solves the problem, go ride, if not you'll have to dig deeper. But since it's the back brake, no rush.

Many of the screws have a slot for a flat head screwdriver, that's what I use when I can.
The screws do help fine tune the centering of the brakes.
