Yeah, I was pretty amazed as well. I think they went with ~1mm tolerance, but then when the bar was chromed some got on the inside edge of the tube and decreased the diameter a little bit.

My standover is fine, reach is my only issue. That said, you should only really worry about the relative positions of the seat, pedals, and handlebars.
