Uneven seat stays that meet at the seat tube, have a slightly smaller overall width, so they are theoretically more aerodynamic. It is probably negligible, but supposedly that is their justification....

I don't know, elevated stays on a track bike (pursuit bike?). Track bikes benefit from stiff frame particularly at the bottom bracket. Cool way to get a a belt on there though.

There is a pinch bolt at the bottom of the steerer tube-top of the fork crown. Basically the steerer tube is removed from the frame and the fork/truss can be removed forward.
