I had one of these on a Nishiki mixte with fenders (27" wheels). There was plenty of clearance with this set up, and the mount to the brake bridge is quite sturdy yet bendable, so it should work....

I have only really ridden a DL-1, though I think I had a space rider as a kid (some kind of girl raleigh 3 speed-- all I remember is that is was blue and had a coaster and hand brake with 3 speeds)....
