It’s not impossible, I think I've seen it done with tandem bikesatwork trailers. I’d say it’s not a good idea without trailer brakes, and you’re not getting up any kind of grade.

A frame mounted rack has drastically less effect on steering. It raises the CoG, and makes the bike front heavy if you're heavily laden, but it's much more subtle than the effect of steered weight.

with a front load, a stabilizer will only slow down the flop, but with a rear load, I find they will hold the wheel straight enough.
