What is more important in determining the quality and feel of shifts, the shifters or the derailleurs? I ask because my bike is all tiagra and I was wondering if I should upgrade the shifters first...

I was given a Miyata "one twelve" as written on the top tube. It is mainly grey with red lettering. The one twelve is written in cursive. I will post pictures later. It seems to be good...
