Fairdale Weekender frame is one to look into. It's designed to carry bags and allows heel clearence for panniers. Tough to put fenders on if you like big balloon tires.

I own this bike. With the stock Kysrium wheels it rode like hell. Personally, I hate that wheelset so I put some DT Swiss's on it. Now it rides 10x better. At $3000 you aren't going to go wrong.
