I'll put it back together with lube as you all suggested and see how it works-
It came apart pretty easily with an adjustable wrench on the top and a thin Park wrench on...

I've stripped down a 1985 Trek 720 that has what I believe to be its original Stronglight A9 roller bearing headset. The components look pretty good now that I've gotten rid of all the old hardened...
