What about putting the 4 y.o. on a trail-a-bike then attaching a trailer to that to pull the other two? Thats what I use to do. Its kind of long and gets alot of second glances but it works.

I am 50 km south east of ottawa. Nice bike trail out here that winds its way through Presott-Russell Counties all the way to the Quebec border. Also love the bike trails along the seaway.
