The weinmann or mafacs are not much of a trade up from the dia compe. I'd just focus on making sure they are well adjusted and then go with a quality brake shoe like the kool stop and good quality...

No, they should be working. Just take the bike out for a test ride. They are easier to work on than the STI shifters on the Bianchi. Sometimes simpler has its advantages.
