That'll clean up surprisingly well. Get all that ugly electrical and bar tape off. Clean up the drive train and lube. I've done a lot of raleigh bikes over the years. They can almost always be shined...

I actually swapped out the bars for the original drops. You're right those brake levers did not work well with those handlebars.

The bike, with the drop bars was picked up this morning by a guy...
