Ave Maldea in Cainta does steel custom frames at very good prices. I had one made many years ago with Deda Zero Uno tubing and the workmanship was flawless.

If I recall, Ave makes frames from many types tube sets. I think the pricing varies so probably something to save up for.

Weren’t they designed such that the the lower portion of the drops were meant to be horizontal instead of the tops?
