Plastic connector on brake cable interfering with new brake hood installation

I have a 70s raleigh that I tried to put new brake hood covers on. I cut the old ones off because they're garbage but after trying to install the new ones there's no way I can slip the new hoods on...

I don't know much about rust removal. This is a 72 raleigh competition, reynolds 531 tubing. Should I be concerned about the condition or is it purely costmetic?

The local performance bike shop has a '13 fuji 1.5 sportif for 500. With a firm 500 cutoff would I be better off on bikesdirect or somewhere else?
