Yeah i think you are right... there's small hole (looks factory drilled) in the front down tube, probably for a basket or something.

I do think the forks original though, there's bits of pin...

i had the same problem, then I realized my rear triangle was bent a cm to the right. Apparently there was a batch of tommasos that were defective from the factory
