I don't think paint adheres to chrome very well unless you find some way to etch the surface. Maybe powdercoat will for a while, but I have my doubts..

Avon's Skin So Soft can help. I used to mix it 1 to 1 with apple cider vinegar with a splash of vanilla extract. Put the mix in a spray bottle and use liberally. Works for gnats, too.
