Well then I think your biggest issue may be political. USA is not in a top spot in the senior level and don't get many slots. But some of the kids coming up are the worlds best, so if they stay in it USA may be a contender. Those kids are in the program now and then you got a few pros to deal with. Get yourself to USA cycling camps and get noticed.
IMO if you want to be at that level in four years you should be 2 years into it now. I don't think you can develop the cardio system in 4 years if you are not already a swimmer, runner, xc skier, rower... You should be district champion level about now. Get you VO2 max tested and make sure it is over 65. Hematocrit tested and make sure it is mid 40s and do a blood panel. Look for a sports / cycling Dr. Look up San Diego Fred Allen Richberg.
Move to SoCal.
