For pacing, my FTP is 265-270, and I'm planning on 270 to the climb, 320 up the climb, and 280+ to the finish. I have a weight disadvantage up the climb, but that'll be an advantage on the descent and run-in on the false flat. Something like 8:30 will likely win for the women's P12 race.
I don't know about your position/tuck, freewheel/friction but the up side matters more than the down side. Many, benefit from spinning to over speed, coasting, then spinning up again over holding a high, but lower speed by pedaling. That is based on having pretty good wheels, position, low friction. You have to save a bit for the uphill end, you'll get more rest.
