I was using it as shorthand to refer to a standard that combines low profile / semi-integrated headsets with 1 1/8" fork steerers. 44mm is the inner diameter of the head tube (HT) where the headset cups sit. You can also, with certain headsets, use a tapered steerer fork with this head tube size, but there are additional considerations going that route.

It was so much simpler back in the days when the hardest part was picking what color you wanted your Chris King anodized....
