But it is a custom frame? If that is how they fit him I'd be asking for my money back or a new frame to be built

Seat post and cranks are both of necessity for my short legs not to correct a reach issue...seriously I have stupid short legs.

You can lower the seat and move it back for better overall balance on the bike. It isn't a leg length issue. There is plenty of seatpost showing. On a custom frame a slammed forward saddle on a zero setback post is completely unacceptable, regardless if its hot or not(its not like that). I have short legs too and ride small bikes and use a zero setback post but it isn't slammed forward, more towards the back of the adjustment range.
