I've heard good things about removing rust with crumpled up aluminum foil. It works! I acquired a barn find Legnano with lots of surface rust issues. I have only used it on chrome, aluminum and brass, not painted surfaces. Crumple up the foil, apply polish (I used Turtle Wax chrome polush), give it a try.

Steel crank (aluminum rings) as bought.
