I have to counter-argue this: We let 16 year old teenagers drive cars that can go 200+MPH every day in North America. There is no limitation as to the engine power or top speed, and driving a powerful vehicle it's much more dangerous than riding a bicycle, especially when you have no experience at all besides a few months driving with papa or mama and you think you're Jacques Villeneuve.

I am of the opinion that motorized vehicles should be kept off mountain bike trails as well though.
