The 58 could work well for someone 6'1-6'5, depending on their individual measurements and the 61 might work for 6'3-6'6 or so.
My point was that a 63cm stack height and just under 40cm reach isn't egregiously so far off base for someone who is 6'3-6'4 that they need to be accused of either lying or knows nothing. That seems like an excessive couple of conclusions to choose from, when the geometey of the bike is considered.
Either way, if it doesn't fit then it doesn't fit.
