If by "big boats" you mean large commercial craft, (actually any boat, restricted in movement) there is a
COLREGS rule 9 that gives large vessels ROW in restricted movement navigable waters.
One could equate this to tractor-trucks that have limited ability to maneuver in certain situations, although, I am not aware of any laws that grant ROW in such cases.
