I've had similar encounters with inexplicable, huge apparent price disparity at second-hand bike shops, one place asking $500 for a low-end Pinarello in mediocre condition for over a year while later selling me a near-new Cuevas having full Super Record componentry for just $200.
About 15-20 years ago, my local Goodwill and Salvation Army stores were constantly re-stocking great touring bike donations priced at between $20 and $40. I bought a good few of those, Miyatas, Nishikis, Novaras, Treks and so on.
I thus became a frequent "gravel" biker on the local mtb trails, an odd sight at that time, riding on ~30-32mm-wide 27" and 700c tires.
Bike pictured below after a couple of years of my hard use was priced at $24.95 in it's original condition, not pristine only because of scratched-up sides of the top tube.
