You have listed the important information already: 700c, 100/142x12 thru axle, inner width can vary. If you don't mind buying a used set, people sell the stock wheels off their bikes all the time for a couple hundred, sometimes barely even used because they wanted the fancy wheels right away. This could be just about any road or gravel wheelset that matches those specs.

Building your own will probably cost more unless you are really open minded and patient, looking for super deals on just about anything that's compatible and using inexpensive (i.e. straight gauge) spokes.

FWIW I have a Revolt and had a PR2 wheelset collecting dust, so now I put those on with 32mm road tires to make it my "rain" bike and then switch the wheels back when I want to ride offroad. My only problem is, I can't get the rotors to be in the same place, so I have to adjust the calipers every time I swap wheels!
