Definitely Japanese. The telling feature will be 1.375x24 English/ISO BB threading, instead of 36mmx24TPI(!) Italian threading. Seat post diameter will tell you a lot about the frame material. (Larger diameter, such as 27.2mm, is good. Smaller means thicker tubing walls, either non-butted CrMo or just regular high-carbon steel at the low end.
