Where I ride, those kind of cycles are specifically prohibited, but I think e-bikes opened the floodgates and now it seems anything goes. It's now common to see anything short of a full-size motorcycle sharing the path.
That is the problem, we don't distinguish an electric bicycle which like every bicycle requires pedaling to move forward, and the e-mopeds which can use pedals but also have a throttle. If we remove all throttled vehicles and enforce things we will be in good shape.
