also was my first thought (" French? looks more Ital") and certainly got a lot of Italian kit on it (Cinelli, Fiamme, Campy) but I also do not reco those track ends and it does have an apparent FR (maybe Strong Light) HS. Since the seller calls it FR maybe he could recall the marque?
I don't think it was drewed, but ya gotta check in person
