It's a road Time Trial or "Funny Bike" they wer popular for road time trials in the '80s and early '90s but died out for some reason or maybe were outlawed by the UCI.
I think the UCI mandated equal-size wheels in that time period. That plus the rise of “aero” handlebars was the death knell for frames like this.
Cool frame though. It needs to be built up with C-Record, complete with Delta brakes.
