If you're asking about a modern threadless stem there is no part of the stem inside the steer tube. A quill stem goes inside the steer tube. A threadless stem clamps around the steer tube and can be positioned up or down the steer tube depending on how much steer tube remains. If the steer tube is cut off with the stem at the lowest position, then that's it. No adjustment left.
