Some may say that you need to cut the steerer tube down to move the expander plug to where the stem clamps the tube, but I'm not convinced that's an issue with a properly torqued stem.
I have a cf steerer on the Seven with the expander that sits flush on top and an Allen head bolt to tighten it. I ran the stem at the top with just a couple mm for the cap to fit and it wouldn't stay tight. I know the cap wasn't bottoming out and I fought it for months and finally moved the stem down to allow one 5mm spacer on top. It hasn't loosened since that change.
